In 2026, a number of changes will come into force in Russia that will directly affect motorists. One of the key decisions may be the launch of a road system to check for a valid OSAGO policy.
The corresponding bill has already been adopted by the State Duma in the first reading. Currently, the fine for driving without insurance is 800 rubles, and for a repeated violation - from 3 to 5 thousand rubles.
Another key decision will be the launch of a public rating of driving schools, approved in the State Duma. It will be formed on the basis of two indicators: the percentage of passing exams by graduates and statistics of accidents involving them. The measure is aimed at improving the quality of training and reducing accidents among novice drivers.
From January 1, tariffs for evacuation and storage of cars in special parking lots will increase in Moscow. The cost of moving a car, depending on the engine power, will be from 8.5 to 12.45 thousand rubles (now - 7.6–11.845 thousand). The daily fee for storage will increase to 1.36–3.04 thousand rubles.
In addition, from 2026, the recycling fee will be indexed - rates will increase by 10–20%. Experts expect that this will lead to an increase in car prices.
