The Russian government is launching a subsidized lending mechanism for the construction of charging hubs for electric vehicles and their connection to power grids. This was announced by Prime Minister Mikhail Mishustin at a cabinet meeting. The operator of the program will be the state corporation VEB.RF, which will issue loans to investors on special terms.
To implement the initiative in 2026, 150 million rubles is planned to be allocated from the federal budget. The subsidized interest rate on the loans will be 8% per annum, and the maximum loan term will be limited to 5 years. At the same time, only those projects that use domestically produced equipment and software will be able to receive support — this requirement has been described as mandatory.
The funds received may be used for the purchase or lease of land plots, as well as for the technological connection of charging hubs to power grids. The new facilities are planned to be developed according to the principle of modern gas stations — with the possibility not only to charge an electric vehicle, but also to use related goods and services. According to the authorities' plan, this format should increase the attractiveness of electric vehicles and accelerate the development of infrastructure in the country.
