In 2026, electric vehicle owners in Russia will continue to enjoy a number of benefits, despite the reduction of some preferences. The main support measures concern preferential lending, free travel on toll roads, and regional concessions, while some bonuses, such as free charging, are gradually disappearing.

Free travel on toll federal highways will remain, but the conditions remain strict. The benefit applies only to electric vehicles manufactured and registered in the Russian Federation, using exclusively an electric motor. Hybrids and cars in commercial use (taxi, car sharing) are not covered by the program. To participate, a T-pass transponder with a positive balance is required. The preference applies to legal entities and individuals on Evolute, "Moskvich 3e", "Amberauto A5", Lada Ellada and e-Largus, Gazelle e-NN, Sobol e-NN, Gazelle e-City and EVM Pro models. In the near future, new domestic electric vehicles such as Atom, UMO 5, Amberauto A3 and A7 may be added to the list. The benefit applies to the M-1 "Belarus", M-3 "Ukraine", M-4 "Don", M-11 "Neva", M-12 "Vostok" and Central Ring Road highways.

The preferential car loan program has been extended until the end of 2026. The subsidy is 35% of the cost of the electric vehicle, but not more than 925 thousand rubles. The electric car must be new, manufactured no earlier than October 1, 2025, and the vehicle title must be issued no earlier than December 1 of the previous year. The program covers cars weighing up to 3.5 tons from the list of the Ministry of Industry and Trade, and loans are provided by banks approved by the state.

Free parking for electric vehicles remains, but is regional in nature. In Moscow, owners will be able to park for free in municipal parking lots, with the exception of those closed with barriers. In St. Petersburg, the benefit will remain in the Central, Petrogradsky, Admiralteysky, Vasilieostrovsky and Krestovsky districts. Free parking is also available in Voronezh, Kazan and the Krasnodar Territory. However, experts warn that in some regions, including Moscow, the benefit may be limited in the future.

The transport tax on electric vehicles is now charged on a general basis, but regions have the right to introduce their own benefits. In Moscow, the tax exemption is valid until December 31, 2029 for organizations and individuals with electric vehicles. The Moscow region will provide a benefit until December 31, 2027, St. Petersburg - only for new electric cars up to 150 hp for the first five years of registration. In the Kaliningrad region, the benefit applies to cars up to 272 hp, in the Novgorod region - up to 199 hp, and in Udmurtia the exemption is valid indefinitely.

Free charging is gradually disappearing. The program in Moscow at the stations of the "Energy of Moscow" network was valid until July 23, 2025, after which it was canceled. The decision was explained by the need to increase the investment attractiveness of projects and optimize the loading of charging stations.

Thus, in 2026, electric vehicles will retain support through preferential loans, travel on toll roads, and regional concessions for parking and tax, while some bonuses, in particular free charging, are gradually disappearing. Owners are advised to follow the current rules in their regions, as regional conditions may change.
