The CPUC (California Public Utilities Commission) commented on Tesla's intentions to expand the operation of driverless taxis, stating that the company does not have permission to transport people without a driver in the state of California. At the same time, the company can provide taxi services, but only with a driver behind the wheel of the car.

At the same time, the DMV (California Department of Motor Vehicles) reported that Tesla has had permission to test unmanned vehicles since 2014, but only if there is a driver inside and without the right to charge for transportation, and only employees or official representatives of the company can drive the car.
