Yaroslav Nilov, Chairman of the State Duma Committee on Labor, Social Policy and Veterans Affairs, has prepared and sent to the State Duma a bill on amendments to the Code of Administrative Offenses, allowing motorcyclists, disabled people and those who transport them to travel along the lane for public transport. In order not to be fined, the car must have the "Disabled" sign and be included in the federal register of vehicles for the disabled.

According to Yaroslav Nilov, a long stay in traffic jams, especially in the hot summer period, has a detrimental effect on the health of citizens with disabilities and making the "dedicated lane" accessible to them is an objective necessity. And the permission to move along the lane for public transport for two-wheeled vehicles is aimed at reducing accidents involving motorcycles and mopeds. Often, their drivers move between rows and often change lanes, which unnerves other road users and provokes accidents.
