Utilization fee in Russia: 90% of the market will not be affected

The main reason is a significant share of local production

Changes in the mechanism for calculating the utilization fee, proposed by the Ministry of Industry and Trade of Russia, will not affect about 90% of the Russian market for new cars. This was announced in an interview with RIA Novosti by Svetlana Vinogradova, General Director of Rolf. The main reason is the large volume of local production. According to experts, domestic brands occupy 32% of the passenger car segment, and the new rules completely bypass them.

Chinese brands lead with a share of about 60%, but among the leading players, only Geely has not yet launched localization. However, the company is actively looking for options to transfer production to Russia. This will minimize the impact of the reform on the entire Chinese segment.

The biggest blow will fall on electric vehicles and hybrids, which account for 5% of the market. The price increase here will be significant: for example, the Zeekr 001 model will become more expensive by more than 1.5 million rubles. The remaining 3% falls on parallel imports of departed brands - the effect will be minimal for commercial dealers, in contrast to schemes through individuals, which created unfair competition.

From November 1, 2025, the utilization fee will be linked to the type and power of the engine with a progressive scale. Benefits will be retained only for engines less than 160 hp.
