Russian President Vladimir Putin has signed amendments to the law on taxi localization. The document was posted on the government portal on December 29, 2025.
According to the changes in legislation, for carriers who have owned a car for at least six months, the effective date of the requirements for the level of localization of the vehicle is postponed to January 1, 2033.
This condition applies when information about the car is entered into the regional register of passenger taxis within the quota established for each region of the Russian Federation at 25%. Only individuals with self-employed status will be able to work on such cars.
For the Kaliningrad region, the delay is valid until March 1, 2028. The same period is introduced for the subjects of the Russian Federation that are part of the Siberian Federal District.
