Recycling fee via the EAEU will be adjusted for individuals

The amendments are aimed at preventing the understatement of customs value

The Russian Ministry of Industry and Trade is preparing changes to the calculation of the recycling fee for cars imported into Russia through EAEU countries. The amendments are aimed at preventing the understatement of customs value and schemes to reduce payments.

The Ministry of Industry and Trade clarified that a similar approach is already being applied to vehicles imported into the EAEU by legal entities. Now it is planned to extend it to individuals as well. At the same time, the changes will not affect importers who initially declare the correct customs value of the vehicle.

The ministry recorded cases of significant understatement of value when processing vehicles through EAEU countries. Schemes to reduce payments were also identified, including processing through a customs receipt order instead of a declaration.

These changes are part of consistent work to create transparent import conditions that provide for the correct payment of all customs duties and taxes without the use of circumvention schemes.

The adjustments to Resolution No. 1291, the ministry emphasized, do not constitute a new approach and are not aimed at increasing coefficients or raising the amount of the recycling fee.
