Auto parts market to be taken under special control

The Ministry of Industry and Trade of the Russian Federation proposed introducing mandatory labeling to combat counterfeiting

The Ministry of Industry and Trade of the Russian Federation has developed a draft decree on the introduction of mandatory labeling of auto parts. The document is published on the portal of regulatory legal acts. It concerns individual components of vehicles, as well as devices with internal combustion engines and self-propelled vehicles.

The labeling is planned to be introduced in stages. From September 1, 2026, registration of market participants in the system will become mandatory. From December 1, 2026, manufacturers and suppliers will have to apply codes and transmit information about the introduction of products into circulation. From December 1, 2027, it will be required to record the movement of goods and their withdrawal from circulation.

The Ministry of Industry and Trade notes that the auto parts market in Russia is characterized by a high proportion of illegal products. This leads to the spread of substandard parts and violations of safety requirements established by the technical regulations of the EAEU.

The labeling mechanism has already been tested as part of an experiment that runs from February 25, 2024 to August 31, 2026. The results formed the basis of the proposed regulatory measures.

It is expected that the introduction of the system will increase market transparency, reduce the turnover of counterfeit spare parts and strengthen control over product quality.
