Courier robots may become participants in traffic regulations

The State Duma proposed to enshrine their legal status and determine liability in the event of an accident

The State Duma proposed to determine the legal status of courier robots: the head of the relevant committee, Yaroslav Nilov, made the proposal. He sent appeals to the Ministry of Internal Affairs of the Russian Federation and the Ministry of Transport.

The deputy pointed out the need to establish rules for the use of delivery robots in the urban environment in advance. This refers to the boundaries of their movement, as well as the responsibility of owners in the event of possible incidents.

Separately, it is proposed to determine the mechanism for compensation for damage in the event of an accident involving such devices. According to the parliamentarian, it should be transparent and prompt.

I believe it is necessary to determine the legal status of delivery robots in advance, to establish the boundaries of their permissible use in the urban environment and to establish the responsibility of owners for possible incidents involving them. In the event of an accident or damage to the health and property of citizens, the compensation mechanism on the part of the perpetrators must be transparent and prompt.

Currently, courier robots move along sidewalks and cross roads at pedestrian crossings. At the same time, their use in Russia is experimental.

Nilov noted that the experience with electric scooters showed the risks of delayed regulation. According to him, the lack of timely regulations led to an increase in the number of accidents and social tension.

In this regard, the deputy proposed to consider amendments to the traffic regulations and the Code of Administrative Offenses of the Russian Federation to establish liability for violations in the operation of unmanned delivery vehicles.
