Automatic Fines for Driving Without an OSAGO Policy to Be Introduced in Russia

The law provides for only one fine within 24 hours

Automatic fines for driving a personal car without an OSAGO policy will be introduced in Russia. Violations are planned to be detected using road video recording cameras.

The government supported the project for the correct operation of the control system. At the same time, the law provides for only one fine within 24 hours. The launch of the system is linked to the modernization of the "Pautina" software.

Insurers believe that increased control will reduce the number of cars without insurance on the roads. The system will ensure compensation for damage through the Europrotocol and insurance companies.

The burden on the courts and the traffic police will decrease, and the growth of tariffs for conscientious drivers will slow down. The camera verification system should be operational by November 1, 2025.

According to the RSA, about 3.5 million motorists are currently driving without policies. Experts are sure that one fine a day is a temporary measure, but then the approach will be tightened.
