The Ministry of Industry and Trade has proposed introducing a new criterion when calculating the utilization fee for passenger cars (category M1). The base rate will be determined based on the volume and type of engine, and the engine power will affect the formation of the coefficient on a progressive scale.
The Ministry of Industry and Trade reminded that at the moment, coefficients for calculating the amount of the utilization fee are in effect for passenger cars, depending on the year of manufacture and engine volume.
At the same time, high-powered vehicles with small engine volumes, including electric vehicles and series hybrids, are becoming increasingly popular. Calculating the utilization fee based on a single indicator - engine volume - is losing its relevance.
For citizens importing cars for personal use, it is proposed to maintain preferential rates for the most popular categories of vehicles with a power of up to 160 hp.
According to the new conditions, owners will pay 3.4 thousand rubles for a new car, and 5.2 thousand rubles for a car older than three years. Such cars make up 88% of the entire car fleet first registered in the Russian Federation over the past five years.
If the changes are approved, they will come into force on November 1, 2025, and will not affect those who have already paid the utilization fee for a foreign car under the current rules before the introduction of the new norm.
