Budget revenues of the Russian Federation from the recycling fee on vehicles in 2026 are expected to be at the level of 1.65 trillion rubles, including 561 billion rubles from imports. This is stated in the explanatory note to the draft budget, published in the database of draft laws of the State Duma.
In 2027, revenues from the recycling fee are expected to be at the level of 2 trillion rubles. Of these, 1.36 trillion rubles are from production in the Russian Federation, and 632.98 billion are from imports.
In 2028, 2.3 trillion rubles of revenue are expected (1.59 billion from production and 701.71 billion from imports).
At the same time, in 2025, revenues from the recycling fee will amount to 1.12 trillion rubles, including 704.95 billion rubles for manufactured vehicles and 418.23 billion rubles from imports.
The recycling fee is a tax for importers and manufacturers that covers the cost of vehicle disposal. They are required to pay it for each vehicle produced or imported into the country.
