The Ministry of Internal Affairs of Russia has prepared a draft resolution that could change the procedure for passing exams for the right to drive vehicles and issuing driver's licenses.
The project proposes to expand the list of violations for which the exam can be canceled. In particular, the use of communication devices, photo, audio and video equipment, hidden headphones or other personal electronics will now be considered grounds for canceling the exam results.
A new basis for canceling a driver's license applies to professional drivers. If signs of illness or other unhealthy conditions are detected during a routine medical examination, the driver will be sent for an unscheduled examination. Failure to appear for it threatens to invalidate the certificate.
It is proposed to shorten the practical exam after successfully passing the theory: previously it had to be passed within six months, now - in 60 days.
Also, the Ministry of Internal Affairs plans to replace paper medical certificates with electronic ones, based on data from a joint register of the Ministry of Internal Affairs and the Ministry of Health, which will simplify the confirmation of the health status of drivers.
