A bill has been submitted to the State Duma to tighten administrative liability for installing and operating external lighting devices and light sources on vehicles that create other obstacles for drivers of oncoming and passing vehicles. The document was published on the website of the lower house of parliament.
The bill will amend Article 12.5 of the Administrative Offenses Code of the Russian Federation. It is expected to increase the administrative fine tenfold to 5 thousand rubles under Part 1, as well as introduce a new administrative fine of 5 thousand rubles under Part 3 of this article.
The authors of the initiative noted that in the dark, a significant proportion of accidents are caused by blinding drivers with oncoming light.
At the same time, according to a review by the Scientific Center for Road Safety of the Ministry of Internal Affairs of Russia, a third of accidents occur in the dark. Accidents committed between 00:00 and 06:00 were characterized by the greatest severity of consequences.
As a reminder, currently, driving a vehicle with malfunctions and conditions under which the operation of the car is prohibited carries a warning or a fine of 500 rubles.
Driving a vehicle whose lighting devices and operating mode do not meet the requirements entails deprivation of rights for a period of six months to one year with confiscation of devices and accessories.
