The Ministry of Industry and Trade of the Russian Federation has published a list of cars included in the preferential car loan program for 2026. The list of approved models includes only Lada, UAZ, and GAZ cars, as well as their modifications. However, it will not be possible to purchase "Moskvich 3" and Tenet T4 at preferential rates.
According to the ministry's statement, in 2026, the program will cover cars with an internal combustion engine costing up to 2 million rubles, which score at least 2500 localization points in accordance with the Decree of the Government of the Russian Federation No. 719 dated July 17, 2015. To date, all Lada, UAZ, and GAZ models with a total weight of up to 3.5 tons, including fine-tuned versions, meet these requirements.
The "Moskvich 3" previously participated in the program: the model was included in the list at the beginning of 2025, when the minimum localization threshold was 2000 points. The Tenet T4 crossover was added to the list in October last year. Increasing localization requirements led to the exclusion of both models from the program for 2026.
At the same time, the program will continue to operate for electric vehicles. The list includes models from Evolute, Voyah, "Moskvich 3e", "Amberauto" A5, and cars from the Eonyx brand. The federal budget for 2026 provides for funding of preferential car loans in the amount of about 20 billion rubles, and preferential leasing — about 30 billion rubles.
