The number of accidents in Russia continues to decline: a record drop in recent years

The number of accidents and the frequency of MTPL insurance are falling, while the European protocol is being used more and more often

Statistics on accidents on Russian roads continue to please: the number of accidents in 2025 was recorded at the lowest level in recent years. According to the National Insurance Information System (NSIS), the frequency of accidents — the ratio of the number of insurance cases to the number of MTPL insurance policies — decreased to 4.57%. For comparison, in 2022 this figure was 5.52%, in 2023 — 5.01%, and in 2024 — 4.92%.

At the same time, the number of MTPL insurance policies sold continues to grow, reaching a record 44.969 million, which is higher than the 2024 figure (43.679 million). The number of claims for insurance events decreased to 2.057 million against 2.148 million a year earlier. Over 11 months of last year, the number of accidents with victims decreased by 2.9% and amounted to 117,177 cases. This confirms that not only the number of serious accidents is decreasing, but also less noticeable accidents where damage is caused only to cars.

It is noteworthy that the share of accidents registered under the Europrotocol — without the participation of the traffic police — is growing. Over 11 months, 761.7 thousand such cases were registered, which is 41% of the total number of MTPL insurance claims, 1.5 pp more than in the previous year. This suggests that citizens are not only less likely to get into accidents, but also prefer a simpler procedure for processing minor accidents.
