Dangerous roads in Russia will be under strict control

The State Duma proposed to change the procedure for identifying dangerous roads

A bill has been submitted to the State Duma to change the procedure for determining accident-prone sections of roads where traffic accidents regularly occur. The document was published on January 23 on the website of the lower house of parliament.

The authors of the initiative pointed out that the current norms of the law "On Road Safety" do not ensure the effective identification and elimination of places of concentration of accidents. According to them, there is no unified methodology for assessing dangerous areas, and the principles applied differ between departments.

The bill provides for the transfer of powers to the government to approve a unified procedure for determining places of accident concentration. It is proposed to oblige police officers to issue accident cards with a detailed indication of the circumstances of the incidents. These data are planned to be automatically transferred to the control system for the formation and use of road fund funds.

The system should reflect not only data on accident-prone areas, but also information on each place of accident concentration with reference to the location and materials from accident cards.

A separate paragraph proposes to reduce the response time of road owners. After identifying a dangerous area, they must approve or supplement priority measures programs within 30 days. Currently, the actual term can reach up to one and a half years.

The document also obliges road organizations to take preventive measures to prevent the formation of dangerous areas as part of the current maintenance of roads.
