A bill has been submitted to the State Duma that provides for a reduction in the number of procedural documents when processing drivers in a state of intoxication. The document was published on January 22 on the website of the lower house of parliament.
Currently, when signs of alcohol intoxication are detected, traffic police inspectors are required to draw up from three to five reports. These include documents on suspension from driving, the sobriety examination report, referral for a medical examination, the administrative offense report, and the vehicle detention report. The authors of the initiative consider the mandatory preparation of a suspension report in every case excessive.
The bill proposes amendments to the Code of Administrative Offenses and would allow State Traffic Inspectorate employees to make a note about the driver\"s suspension in other documents, for example in the sobriety examination report. A similar approach is planned for vehicle detention as well — a record of it could be entered into the main report.
According to the authors of the initiative, in 2024, 403.5 thousand cases were initiated in Russia for driving while intoxicated and refusing a medical examination. It takes an inspector about five minutes to prepare one document.
Reducing the number of reports will make it possible to save about 33.6 thousand working hours annually, as well as reduce expenses on forms and document management. Lawmakers believe this will increase the efficiency of the traffic police without weakening control over drunk drivers.
