The Ministry of Internal Affairs has prepared a draft resolution of the Government of the Russian Federation on strengthening oversight of the vehicle inspection system, which provides for the ministry's right to promptly block unscrupulous operators, Kommersant reports.
At present, oversight of the vehicle inspection system is carried out by the Russian Union of Motor Insurers. If two violations are identified at an operator within a year, the Ministry of Internal Affairs sends the materials to the RSA, after which an inspection is conducted, the operator is stripped of accreditation, and disconnected from the Unified Automated Information System for Technical Inspection. At the same time, according to the publication, 70–80% of diagnostic cards are still issued without an actual inspection of vehicles.
The draft resolution grants the Ministry of Internal Affairs the right to urgently, without coordination with the RSA, block vehicle inspection operators from EAISTO if serious violations are identified. The explanatory note states that such measures are aimed at protecting fair competition among operators and the rights of car owners to undergo inspection in the established manner.
Separate changes concern oversight of technical inspections for taxi vehicles. Currently, inspection operators cannot determine whether a car is used for taxi transportation. The document proposes recommending verification of each vehicle through the FGIS "Taxi" system. Under the current rules, taxis are required to undergo technical inspection once or twice a year depending on the age of the vehicle.
Recall that from December 30, 2021, mandatory technical inspection for privately owned cars used for personal purposes was abolished. The procedure remains in place when the owner of a car older than four years changes, when the vehicle's design is modified, as well as for all buses, trucks, and taxis.
