A bill on mandatory electronic traffic accident cards to improve road safety has been submitted to the State Duma

A bill on the introduction of electronic accounting in the field of road safety has been submitted to the State Duma. The document stipulates the obligation of police officers to issue an electronic card for each traffic accident. The authors of the initiative believe that this will allow for more accurate identification of accident-prone areas and faster action to eliminate them.

The bill proposes to amend the federal law "On Road Safety". According to the initiative, the electronic traffic accident card will indicate the location of the accident, date and time, weather conditions, information about vehicles and drivers. It is also planned to record the makes and models of cars, the age and category of passengers, and for children under 12 years old, the presence of a child restraint device.

All information will be automatically transferred from the Ministry of Internal Affairs systems to the Federal State Information System for Monitoring the Formation and Use of Road Fund Funds (FSIS SKDF). According to the developers, this will create a unified mechanism for analyzing accidents and eliminate the fragmentation of methods for determining places of traffic accident concentration.

The explanatory note to the bill notes that the socio-economic damage from traffic accidents in 2024 exceeded 1.5 trillion rubles. The authors recalled that the strategic goal is to reduce mortality in road accidents by 1.5 times by 2030 and by two times by 2036.

It is also proposed to reduce the response time of road owners and the state company "Avtodor" to the identification of dangerous sections to 30 days. Currently, this process can take up to a year and a half. If the law is adopted, it will come into force on September 1, 2026.
