Russia faces growing shortage of road construction specialists

The Accounts Chamber links the problem to low salaries and a shortage of managers

Russia annually lacks about 12,000 specialists in the field of road management. This was announced by Elena Boitsova, auditor of the Accounts Chamber of the Russian Federation.

According to Boitsova, the shortage concerns employees with higher and secondary vocational education. The lack of personnel, including managers, affects the quality of planning and execution of road works. The Accounts Chamber records violations in this area every year.

One of the reasons for the problem is the low level of wages. In the first six months of 2025, the average salary of employees of enterprises engaged in the maintenance of highways was just over 60 thousand rubles per month.

Against the background of personnel shortages, some road construction companies have begun to attract workers from Asia and Africa. In particular, we are talking about specialists from India, the Philippines, Bangladesh and Vietnam.

It is noted that such employees often have experience in large infrastructure projects, including projects in Dubai, the USA and Japan. According to the industry, they are ready to work on a schedule of six days a week for 11 hours with a salary of about 45–50 thousand rubles, which allows companies to quickly close the personnel shortage.
