The State Duma adopted in the first reading a bill on the use of sound level meters to control the noise level of cars and motorcycles. The initiative was introduced by the Moscow City Duma and provides for stricter liability for vehicles with excessive noise levels.

According to the Chairman of the Moscow City Duma, Alexey Shaposhnikov, the bill in question is No. 245000-8, which was submitted to the State Duma for consideration in November 2022.

The Deputy Mayor of Moscow for Transport, Maxim Liksutov, stated that automatic sound level meters may appear on the roads of the capital as early as 2027. According to him, the devices are planned to be installed in areas where residents most often complain about increased noise from transport.

Since 2021, the Center for Traffic Management has been testing the "Efir" photo and video recording complex, which is capable of measuring the noise level of vehicles. In January 2025, the device was certified by Rosstandart.

The bill also provides for the transfer of powers to control noise levels on roads from the federal to the regional level.
