The Ministry of Industry and Trade postponed the new rules for the recycling fee for cars from the EAEU

The changes were supposed to take effect on April 1, 2026

The Ministry of Industry and Trade of the Russian Federation has postponed the introduction of new rules for calculating the recycling fee for cars from the EAEU countries: the document is being finalized, the deadlines will be announced later. It was previously planned that the changes would come into force on April 1, but now the decision has been postponed. At the same time, the department did not abandon the initiative itself.

According to market participants, the new rules may affect the structure of the offer. In particular, a reduction in the range of cars is expected, especially in niche and premium segments.

Car dealers note that legal imports and local assembly will not be able to completely replace parallel deliveries. We are talking about rare configurations and individual models.

Estimates of the market share that will be affected by the changes vary. In the mass segment, we can talk about 5%, while in the premium class the figure reaches 40–50%.

Experts also predict an increase in prices for parallel import cars by 5–20%. The impact will be less noticeable in the mass segment.

Overall, the market may react moderately. An increase in prices is expected within 1.5–2% due to a reduction in discounts.

At the same time, the short-term increase in demand in March is likely to be replaced by a wait-and-see behavior of buyers against the background of uncertainty about the timing.
