The Ivanovo Region Prosecutor's Office has filed an anti-corruption lawsuit to recover 1.06 billion rubles from the former director of the Department of Road Management and Transport, Dmitry Vavrinchuk, businessman Rasho Feroyan, and their associates. The case will be heard by the Ivanovo District Court.
According to the investigation, the scheme operated from 2019 to 2023. Vavrinchuk, as the prosecution alleges, pre-emptively provided Feroyan with information about upcoming road works, which allowed him to choose the most profitable contracts. For his assistance, the official received 17 million rubles, including through intermediaries.
Companies controlled by Feroyan entered into about 50 contracts. "Dormostroy" received 10 contracts for 790.8 million rubles, and "Nezavisimaya Stroitelnaya Kompaniya" received another 40 contracts for approximately 270 million rubles. Vavrinchuk also, according to the prosecution, ensured the acceptance of completed works and timely payment.
At the same time, the prosecutor's office demands to recover not the amount of bribes, but the total profit of the two companies – 1 billion 60 million 917 thousand rubles. The supervisory agency believes that this income was obtained through corrupt influence and therefore cannot be considered legally acquired.
Currently, Vavrinchuk and Feroyan are in custody on a criminal case involving bribes. As part of the new lawsuit, the prosecutor's office is also seeking the seizure of their property and funds.
