The Ministry of Industry and Trade has proposed a draft decree, according to which the formation of the basic rate of the recycling fee from November 1, 2025 will be based on the volume and power of the engine. Preferential coefficients will be provided for individuals for the import of cars up to 160 hp - 3.4 thousand rubles for a new car and 5.2 thousand for a used car.
