State Duma deputy Yaroslav Nilov sent a request to the Minister of Industry and Trade of the Russian Federation Anton Alikhanov with a request to assess the consequences of introducing a new recycling fee. A sharp increase, scheduled for November 1, may force citizens to abandon cars with a capacity of more than 160 hp, or significantly overpay for them. Given that such cars are mainly used by individual entrepreneurs and small businesses, this may lead to a general increase in prices for goods and services.
A radical change in the methodology for calculating the fee will negatively affect not only the price of the car itself - this will be followed by an aging of the vehicle fleet, an expansion of the gray market for used spare parts and components (which will increase the direct threat to road safety and accident rates), as well as an inevitable increase in prices for other goods and services - in particular, for taxis. In addition, according to preliminary estimates, the expected amounts of the recycling fee for a number of models already exceed the cost of the car itself, that is, they will become, in fact, prohibitive
The Ministry of Industry and Trade has proposed a draft decree, according to which the formation of the basic rate of the recycling fee from November 1, 2025 will be based on the volume and power of the engine. Preferential coefficients will be provided for individuals for the import of cars up to 160 hp - 3.4 thousand rubles for a new car and 5.2 thousand for a used car.
