Checking for the availability of an OSAGO policy using road cameras may begin in a test format before the end of 2025, and a full-fledged launch of the system is scheduled for 2026. This was announced by the chairman of the State Council commission on the transport system, Alexei Tsydenov.
According to him, the implementation will become possible thanks to the president's instruction to ensure automatic control of OSAGO through photo and video recording. The Ministry of Internal Affairs is currently preparing and working out the technical part.
In September, a bill regulating the procedure for fines was submitted to the State Duma. According to the document, if cameras record a car without an OSAGO policy, the owner will be held liable no more than once a day.
The All-Russian Union of Insurers clarified that the law is linked to the modernization of the "Pautina" software package used to automate traffic violation recording centers. Taking into account these improvements, the entry into force of the law is scheduled for September 1, 2026.
