The State Duma proposed allowing a benefit for paying the increased recycling fee to Russians who have already bought cars from abroad but are unable to receive them before November 1 due to delays at the border. This was stated by Deputy Yaroslav Nilov.
The parliamentarian noted that cars are delayed in long queues at the border due to long holidays in China, and they may arrive in Russia after November 1.
Such citizens need to be given the opportunity to adapt to the new conditions without additional financial losses, which in some cases can become critical, especially when it comes to socially vulnerable categories of citizens, including veterans, disabled people, pensioners and members of large families.
The Ministry of Industry and Trade previously proposed introducing anew criterion for calculating the amount of the recycling fee from November 1-engine power.
The current preferential terms for importers-individuals who import cars for personal use (3.4 thousand rubles for new models and 5.2 thousand rubles for cars older than three years) will remain. They will only apply to models with a power of no more than 160 hp.
