The State Duma supported the idea of postponing the introduction of a new methodology for calculating the recycling fee for cars. According to Deputy and Vice President of the Russian Automobile Federation Anton Nemkin, the postponement will avoid an unfair situation in which bona fide buyers will lose out due to delays at customs and problems with logistics.
According to Nemkin, the sharp increase in demand has already led to overloading of checkpoints and increased delivery times. In such circumstances, he stressed, the flexibility of the state and the willingness to adjust the timing of the introduction of new rules is "a reasonable decision aimed at protecting the rights of citizens and stabilizing the market."
He also expressed hope that the Ministry of Industry and Trade, when finalizing the mechanism, will take into account the proposals of the automotive community and ensure transparency and predictability for all market participants.
Earlier, First Deputy Prime Minister Denis Manturov instructed the Ministry of Industry and Trade to consider postponing the entry into force of the updated procedure for calculating the recycling fee, which was supposed to take effect from November 1.
As a reminder, in September, the agency proposed changing the calculation scheme, adding a dependence on engine power. The new progressive scale implies that the preferential recycling fee will only be retained for cars up to 160 hp, and owners of more powerful cars will have to pay many times more - at commercial rates.
