The State Duma Committee on State Building and Legislation has approved amendments to the bill on tightening penalties for transporting children without a car seat in a taxi. The document was adopted in the first reading back in the summer of 2025, but fundamental changes were made to it for the second reading, which most strongly affect self-employed drivers.
Currently, the fine for such a violation for ordinary drivers is 3 thousand rubles, but it is proposed to increase it to 5 thousand rubles. For officials, the sanction will increase from 25 thousand to 50 thousand rubles, and for legal entities - from 100 thousand to 200 thousand rubles. The most stringent innovation concerns self-employed taxi drivers: for them, the fine for transporting children without a car seat is planned to be raised immediately to 50 thousand rubles, effectively equating them to officials.
The initiative was authored by senators Andrei Kutepov and Igor Treskov, who submitted the bill to the State Duma in March 2025. According to them, the purpose of the changes is to clearly separate professional taxi drivers from private carriers for whom working in a taxi is only a part-time job, and to increase responsibility for passenger safety.
