In the 11 months of 2025, almost 14 billion rubles of traffic fines were collected from Russian drivers. The Federal Bailiff Service (FSSP) is currently handling about 8.5 million cases related to unpaid traffic violation fines. The total amount of debt is not disclosed.
The fine collection system has been significantly restructured. Previously, territorial units of the service handled this, but now most cases have been transferred to a specialized electronic enforcement department of the main interregional directorate of the FSSP.
The new scheme speeds up the processing of mass fines and increases the collection rate. Simultaneously, bailiffs conduct joint raids with the State Traffic Inspectorate. During these raids, they locate the vehicles of debtors and take measures for compulsory collection.
Experts attribute the increase in collected fines to the development of automatic violation recording, the digitalization of enforcement proceedings, and increased monitoring of non-payers.
