Russians paid almost 14 billion rubles in traffic police fines in 2025

A new scheme helped increase collection rates

In the first 11 months of 2025, nearly 14 billion rubles in traffic police fines were collected from Russian drivers. The Federal Bailiff Service currently has about 8.5 million enforcement proceedings related to unpaid fines for traffic violations. The total amount of debt has not been disclosed.

The fine collection system has been significantly restructured. Whereas territorial divisions of the service previously handled this work, now most cases have been transferred to the specialized electronic enforcement department of the FSSP's main interregional directorate.

The new scheme makes it possible to speed up the processing of large volumes of fines and increase collection rates. At the same time, bailiff service officers are conducting joint raids with the State Traffic Inspectorate. During these operations, they determine the whereabouts of debtors' vehicles and take compulsory enforcement measures.

Experts attribute the growth in the volume of collected fines to the development of automatic recording of violations, the digitalization of enforcement proceedings, and tighter control over non-payers.
