Driving schools in Russia will begin to be ranked from 2027

The Ministry of Internal Affairs has developed evaluation criteria and plans to create a federal rating of the quality of driver training

The Ministry of Internal Affairs of Russia has prepared a draft order with criteria for evaluating driving schools, on the basis of which a federal rating of organizations that train future drivers will be formed.

It is assumed that the new rating will improve the quality of training of motorists and make the work of driving schools more transparent. It will become a development of the law on a unified system for assessing the "effectiveness" of driving schools, adopted at the end of 2025. The law will come into force on May 28, 2026, and the order of the Ministry of Internal Affairs will detail the procedure and indicators of assessment.

According to the draft document, three key indicators will be taken into account when forming the rating. These include the number of graduates who passed exams at the State traffic inspectorate on the first try, the proportion of students who did not pass the exams, as well as the number of road accidents caused by driving school graduates with up to two years of driving experience.

The calculation of rating indicators is planned to be carried out annually, starting in 2027. The final data is supposed to be published in open access on the official website of the State traffic inspectorate, so that future students and their parents can familiarize themselves with them.

As of the end of 2024, there were about 7.5 thousand driving schools operating in Russia. Actual data for 2025 has not yet been published.
