Cameras only in accident-prone areas? Deputies against lowering the "threshold" to 2-3 km/h

It is proposed to maintain the +20 km/h tolerance and establish rules for the placement of enforcement cameras

Deputies of the "New People" faction sent an appeal to the Prime Minister asking not to lower the non-punishable speed limit threshold and to restrict the installation of cameras to areas with confirmed accident rates. The initiative was a response to the discussion of the idea to reduce the tolerance from +20 km/h to 2–3 km/h. In parallel, it is proposed to introduce mandatory warning signs before cameras and legally establish criteria for their placement.

Photo and video enforcement systems measure speed taking into account equipment error. With a stricter tolerance, sensitivity to minimal deviations increases — including the influence of instrument calibration, tire condition, and actual speed according to GPS/speedometer.

Lowering the threshold will not have a noticeable effect on accident rates, but will increase the number of fines for minor excesses. As an alternative, it is proposed to strengthen the preventive role of systems: to concentrate control on "black spots" where drivers slow down in advance.

The practical significance for drivers is the risk of more frequent fines for minimal excesses in case of tightening. For road services — the need to document accident rates in areas and standardize the installation of warnings.
