Cars with Kyrgyz license plates: where's the catch?

Moscow has been seeing more cars with Kyrgyz registration plates, and not all of their owners have come from Central Asia. Some Russian motorists consider this scheme a way to save money on buying a car and circumvent the high recycling fee.

The logic is clear: a good used car can be found in Russia, but doing so for a reasonable price can be difficult. Bringing a suitable car from abroad is often easier, and then the question arises of how to reduce the costs associated with its registration. This is where some motorists turn their attention to cars registered in the countries of the Customs Union.

Why the scheme with Kyrgyz license plates appeared

For many Russian buyers, the established preferential recycling fee threshold, calculated for cars with an engine capacity of up to 160 hp, is insufficient. If a more powerful car is desired, costs increase sharply. Therefore, various methods are used to reduce import costs. One of them is registering a car in another country of the Customs Union.

Theoretically, such a car can be significantly cheaper than a similar car registered directly in Russia. However, along with savings, the buyer gets a whole set of legal nuances. The main ones are related to several points:

temporary import rules;
registration validity period;
peculiarities of operating a car by a Russian citizen;
control by the traffic police;
the possibility of re-registering the car after the expiration of the temporary import period.

It is these details that many buyers do not take into account in advance.

Cameras are not afraid of fines

There is a widespread belief that a car with foreign license plates is more difficult to hold accountable for traffic violations. However, the photo and video recording complex does not care which country the registration plate belongs to. If the camera records a violation, the information is transmitted to a traffic police officer, after which a corresponding resolution is issued.

Information about the violation enters the database. Therefore, when stopping a car, the inspector will be able to see information about previous offenses. Further, the situation depends on the circumstances: the driver pays the fine or the car is sent to a specialized parking lot. Only the owner can pick it up from there.

The main problem is temporary import

The main nuance is that a car with Kyrgyz registration enters Russia under the temporary import procedure. The term of such a procedure is one year. After its expiration, the car must be exported from the country and re-imported. In practice, the common option with the "Kyrgyz scheme" involves obtaining a vehicle registration certificate based on temporary car registration in Kyrgyzstan.

But here an important limitation appears: if the registration expires, the STS also ceases to be valid. After that, the car ends up in the corresponding database, and serious difficulties may arise when trying to re-register for temporary import at the border. It turns out that such a car actually has a limited period of legal stay in Russia - about 12 months, after which it becomes necessary to resolve the issue of its further status.

Why such cars are stopped more often

There is another feature that buyers often remember only after purchasing a car. Cars with Kyrgyz license plates attract increased attention from traffic police officers.

If the owner of a car with a Russian registration plate may not be stopped for a long time without a special reason, then the driver of a car with foreign license plates risks facing checks much more often. When stopped, the inspector may inquire in detail about the circumstances of the car's appearance in Russia and the reasons why a citizen of the country drives a car with foreign registration.

Who can drive such a car at all?

The mere fact of having a Kyrgyz or Belarusian registration plate does not mean an automatic ban on the operation of a car by a Russian citizen. But there is a significant condition.

A citizen of Russia can use a car registered in Kyrgyzstan or Belarus if he legally resides in another country. If he permanently resides in Russia, it becomes necessary to go through the customs clearance procedure. It is this point that can turn an initially attractive saving into a serious problem.

A similar story has already happened

A similar situation arose in 2020 with cars with Armenian license plates. At that time, motorists also actively used the features of car registration and clearance to reduce costs. However, the loophole was quickly identified and closed. As a result, owners of uncustomed cars faced problems that were much more difficult to solve.

The story with Kyrgyz license plates is developing according to a similar scenario: the desire to save money at the initial stage can turn into the need to solve much more serious issues later.

As a result, a car with Kyrgyz license plates can indeed look like an attractive way to reduce the cost of buying a powerful car. But behind the low price lies a whole system of restrictions - from temporary import for one year to requirements for the owner's place of residence and increased attention from the traffic police. Therefore, such a purchase requires not only calculating the cost of the car itself, but also understanding all the rules for its operation in Russia. Otherwise, saving on the recycling fee risks turning into a much more expensive problem.
