Dynamic pricing introduced for paid parking in St. Petersburg

The rate depends on the street occupancy and ranges from 100 to 360 rubles per hour

From October 1, the cost of paid parking in St. Petersburg is calculated in a new way: the rate changes during the day and depends on the occupancy of a particular street. The cost varies from 100 to 360 rubles per hour.

How the system works

The city now has four levels of payment based on the occupancy rate of parking spaces. The base rate is set at 200 rubles per hour. Further, the price changes as follows:

  • when less than half of the places are filled - 100 rubles;
  • when loaded from 50 to 69% - 200 rubles;
  • when occupied from 70 to 84% - 280 rubles;
  • when exceeding 85% - 360 rubles.

Where you can use it

The paid parking space in St. Petersburg covers 822 streets, which are combined into 22 zones. In August, the Transport Committee published lists of streets in the Central, Admiralteysky, Petrogradsky and Vasilievsky districts, where occupancy rates are fixed. This data is used in the formation of tariffs.

What are the calculations based on

The load level is determined on the basis of several sources:

  • video surveillance and recording cameras operating automatically;
  • information from the city information system "Unified Parking Space";
  • equipment that counts the number of free places;
  • inspections carried out by inspectors on the streets.

The final values are transferred to the Tariff Committee, which approves the cost.

Operating mode and benefits

Paid parking is valid daily, including holidays and weekends. Large families, veterans and residents of besieged Leningrad, Heroes of Russia, honorary citizens, disabled people, as well as owners of electric vehicles can leave their cars for free.

Parking must be paid within 15 minutes after stopping. Day mode - from 8:00 to 20:00; no fee is charged at night.

How it was before

Prior to the transition to the new system, the cost depended on the type of transport. The first hour was paid in full, then per-minute billing was applied: from 0.65 rubles per minute for motorcycles to 3.3 rubles for cars.

Litigation

In the summer of 2024, a group of residents of the Vasilieostrovsky district filed a lawsuit against the introduction of paid parking, citing a reduction in places and a premature start to the system. The St. Petersburg City Court did not satisfy the plaintiffs' claims.
