"Stood Still, Didn't Drive": Auto Lawyer Explains Why Drunk Drivers Aren't Always Deprived of Their Licenses

From 2025, fines have increased, but responsibility for drunk driving only occurs when the car is moving

A fine and license revocation are not provided for drivers who are behind the wheel while intoxicated but are not driving the vehicle. This was stated by Leonid Olshansky, Vice President of the Motorists' Movement and Honorary Lawyer of Russia.

According to him, as soon as the car stopped, it moved from the category of administrative law to the category of civil law.

That is, you and I can get drunk in the car while it is standing still. Punishment comes for driving a car while intoxicated.
Leonid Olshansky, Honorary Lawyer

As a reminder, from January 1, 2025, the fine for driving a vehicle while intoxicated increased from 30,000 to 45,000 rubles.

The accompanying punishment in the form of deprivation of a driver's license for up to two years remained unchanged.
