Almost a third of taxi fleets are not ready for localization

Most carriers are considering leaving the market from March 1, 2026

Most Russian carriers are considering leaving the market or changing their business after the law on taxi localization comes into force on March 1, 2026, Irina Zaripova, Chairman of the Public Council for Taxi Development, told Autonews.ru.

According to the annual survey of the Public Council for Taxi Development, 29.5% of taxi fleets do not plan to localize their vehicle fleet. Such companies intend to operate vehicles already registered until the end of their service life, and then close the business. Another 7% of carriers are not taking any action, and only 5% have started purchasing domestic cars.

Irina Zaripova noted that "most carriers are considering leaving the market or changing their business, and some are taking a wait-and-see approach." According to her, uncertainty and rising costs are increasing pressure on the industry.

Anton Maksimov, founder of the Telegram channel "Taxi Ombudsman," confirmed to Autonews.ru that a significant part of taxi fleets are threatened with liquidation. He stressed that against the background of a general increase in prices, carriers are increasingly working "at zero" or at a loss. According to his estimates, a mass exodus of companies may begin as early as the second quarter, and even large players may leave the market by the end of the year.

The law on taxi localization comes into force on March 1, 2026. According to the new rules, a car will be able to enter the taxi register if it is produced under a special investment contract concluded from March 1, 2022 to March 1, 2025, or scores the required number of localization points.
