Fake Accidents: RSA Proposes Tough Measures

The changes could expand vehicle inspections under the Europrotocol and give insurers access to cameras

The Russian Union of Motor Insurers is initiating amendments to the OSAGO law to combat insurance fraudsters. Finmarket reports this, citing RSA President Evgeny Ufimtsev.

RSA proposes improving the OSAGO settlement mechanism under the Europrotocol. In certain cases, the insurer will be able to inspect the vehicle of the second accident participant. In addition, insurance companies want to gain access to road camera recordings to establish the circumstances of incidents.

So that it does not happen like this: a car is brought on a tow truck, placed, photographed, and then taken on the same tow truck to the next "accident" location. Then it turns out that the car was declared as the at-fault driver's vehicle in 10 other OSAGO claims. And the photographs from the accident scene look fine, and there is a geolocation point.

According to Ufimtsev, electronic settlement of OSAGO claims has become popular; however, remote services, including photo recording, are being used in organizing fake accidents and simulating their consequences. Such schemes are especially widespread in the Novosibirsk Region.

In this region, the perpetrators have become so brazen that they buy cars insured in other regions of the Russian Federation and already damaged in accidents, then bring them to their own region to stage new accidents.

The spread of such negative practices has led to abnormally high loss ratios for OSAGO in this region.
