The State Duma has passed in the first reading a bill that will allow drivers with category "B" licenses to operate heavy all-terrain vehicles, swamp vehicles, and buggies without a category AII tractor-driver license. At present, such a document is issued by Gostekhnadzor.
The initiative provides for access to off-road vehicles without obtaining additional licenses. At the same time, restrictions will apply, including the use of such vehicles in closed areas. By the second reading, the bill is expected to include requirements for minimum driving experience and clarify the eligible age.
This is the second stage of the changes. In December 2023, drivers with categories B, C, and D were already allowed to operate category AI quad bikes and snowmobiles. The proposal to expand access was previously put forward by senators of the Federation Council. The authors of the initiative pointed to the development of domestic tourism.
During the discussion, some deputies expressed concerns that simplifying access could affect the accident rate. Therefore, the parameters for driving experience and age will be clarified by the second reading.
