The Rolf dealership company supported the initiative to introduce a recycling fee in Russia from November 1, linked to the power of the car. The head of Rolf Group, Svetlana Vinogradova, believes that the progressive scale of the cost of importing cars will hardly affect the best-selling cars in the country.
From the point of view of the mass audience, where a significant part of buyers are families with children, there is no cause for concern. According to Rolf, the most popular models in 2025 are Haval Jolion, Chery Tiggo 7 and Geely Monjaro. For most of them, the changes in price will be minimal. Even in the case of Geely Monjaro, the production of which is not localized in Russia - when buying a car from an official dealer, the adjustment will be no more than 175 thousand rubles, which is only 5-6% of the cost of the car. Thus, familiar and popular family crossovers will remain in the affordable price segment.
However, the company notes that if the bill is passed, a significant increase in price awaits electric vehicles and hybrids.
More noticeable changes are possible in the segment of electric vehicles and hybrids. However, the share of this direction today does not exceed 4% of the total volume of the Russian market and less than 6% in the sales structure of Rolf Group. This is a niche segment, and its adjustment will not have a significant impact on the market as a whole.
As a reminder, earlier the Ministry of Industry and Tradeprepared a draft decree of the Government of the Russian Federation, according to which from November 1, 2025, the calculation of the recycling fee for passenger cars (category M1) will include a new indicator - the base rate will depend on the type and volume of the engine, and the power will affect the increasing coefficient on a progressive scale.
