From November 1, 2025, Russia plans to introduce an updated system for calculating the recycling fee. According to the Ministry of Industry and Trade's draft, the amount of the payment will depend not only on the engine displacement but also on the car's power. Preferential rates will only apply to cars with up to 160 hp, so they will remain in the same price category, according to Autonews analysts.
The list includes the most popular sedans imported through parallel imports. Among them are the Audi A3L (160 hp, from 4.72 million rubles), Mazda3 (158 hp, from 3.69 million), Skoda Octavia (150 hp, from 3.4 million), and Toyota Corolla (116 hp, from 2.81 million). More affordable models include the Kia Cerato, Hyundai Elantra, and Chevrolet Monza, which cost no more than 3 million rubles.
Experts believe that cars with moderate power and good equipment will be the main object of interest for buyers in October. After November 1, the fee for more powerful cars may increase significantly, which will lead to price increases.
A short-term surge in demand for European and Japanese sedans of medium power is expected, but by the end of the year, the market will shift back towards local and Chinese brands.
