First Deputy Prime Minister of the Russian Federation Denis Manturov instructed the Ministry of Industry and Trade to submit proposals for a possible postponement of the introduction of new rules for calculating the recycling fee for cars. The public organization "Business Russia" appealed to Manturov with a corresponding request.

In September, the Ministry of Industry and Trade prepared a draft government decree in which they proposed changes to the current 1291st decree regulating the calculation of the recycling fee.
The amendments imply that to calculate the amount of the fee, not only the age of the car and the volume of its engine will be used, but also the engine power. The base rate of the fee will be formed based on the type and volume of the engine, and the engine power will affect the formation of the coefficient on a progressive scale.
