The State Duma adopted in the first reading a bill that prohibits repeated fines during the day for driving without compulsory motor insurance. This is reported on the website of the lower house of parliament.
According to the document, the owner of a car that was recorded by cameras without a compulsory motor insurance policy will be fined no more than once a day.
The explanatory note states that one of the main obstacles to the introduction of compulsory motor insurance checks using photo and video recording cameras is the current wording of Art. 12.37 of the Administrative Code, which allows repeated administrative liability during the day for operating a vehicle without a compulsory motor insurance policy.
The fine for the absence of compulsory motor insurance is 800 rubles, and for repeated violation - from 3 thousand to 5 thousand rubles.
The press service of the Russian Union of Motor Insurers (RSA) noted that checking the availability of compulsory motor insurance policies using photo and video recording cameras will primarily affect the segment of car owners who use vehicles in places with a high concentration of road cameras - large cities, federal, major regional highways.
