Buyers of used cars should be more careful when checking documents — if the recycling fee for the car has not been paid by the previous owner, the traffic police have the right to refuse its registration. In this case, all expenses for paying the fee will fall on the new owner.
According to current legislation, manufacturers and importers of cars supplying vehicles to the Russian market are required to pay the recycling fee. As a rule, this payment is already included in the price of the car. However, in its absence, responsibility automatically passes to the buyer.
You can check the payment of the recycling fee in two ways. For a paper PTS, the mark "Recycling fee paid" must be in the "Special marks" section. In the electronic PTS (EPTS), the verification status is available online — on the RSA, FTS websites or in commercial services by VIN number.
It is important to note that for cars with a PTS issued before September 1, 2012, the recycling fee is not charged. Therefore, the absence of a mark in the documents for such cars is not considered a violation.
